I have a product called Metal Blast that will get rid of all the rust without a battery charger, you just spray or submerge the rusty part and within as fast as 20min or up to 24 hours depending on the rust, and then you protect the metal with Rust Bullet for over 10 year rust free.

The bumpers on the Impala..... and before anyone ask the 63 bumpers break down to 3 pcs each so I dont need a bucket that big..

i would believe it would work you can ground a dump to chrome.
