number 1 if u have bubbles and its factory paint its a sure sighn that under that paint there is alot of surface rust.bad as i hate to say it but on older 60s and 70s cars,usually a complete strip with a gallon of aircraft stripper is best(but a mess)or get it soda blasted somewhere(usually very expensive)if it were me id rent a sand blaster from teds rental and goto town(bout 100 bucks)but make sure your engine is plugged and wrapped in plastic and an old blanket(unless u want sand in it) thats my 2 cents lol hope it helps.......ps under normal situations with no rust painting over the stock paint is best,primer sucks up paint and tends to peel if u dont make sure to tack the car like 10 times lol......pss make sure if u media blast it to get right on it cause rust forms in metal almost overnight even if u cant see it,well unless u have some sulferic acid to spray on it(u can get it at napa)
