If I read the article right, they are not FINING him, they are docking his pay for work missed.
Bereavement leave is usually for Immediate family members, not many companies and I am using the Vikings as the company in this matter allow for grandparents. Now is you take his base salary as a salaried employee he probably should have been docked for missed work. It would be interesting to see the Sick leave and Bereavement leave from the Human resources for the Vikings.
