Well I know for a fact that you can put bag all the way around on an older bug mater of fact I seen in a VW catalog a custom rolling frames with bag that sell for around $3,000 with disk brakes.
Air cylinders are like hydraulics but instead of fluid moving the ram up and down its air, but they work nearly the same way. Air shock is just that a shock observer that has a load adjustment.

To make you bag faster

Go with independent air valves (not a manifold valve set)
½ inch every thing (valves, line, fittings, tank)
Mount your valve close to the bags
And you need to get bags upfront…. air shock will limit the air flow and they won’t be very fast

The bad thing about your VW is that it is going to be hard to find any thing that will bolt in I don’t think they make a kit for you front suspension, and if you don’t have $3,500 for the compete custom frame then your stuck making a kit your self or finding someone that is making kits or will make a kit for you.
