its a noid in the system..........
or a bad ground.....
id go with noid........

the dumps are probably leaking back....
just pull the stems out and replace those o-rings there...
or
the lil tiny oring between the pumphead and block

if that doesnt wor,,,, then it is the main seal on the block in the center, where the shaft comes through...but most likely youd see oil somewhere with the last one..
