It is not leaking but it is more likely the valves have been installed the wrong way around causing the air to back-flow through the valves or they are crappy valves. Check and make sure the valves are facing the correct way (arrow pointing to direction of flow). You can install check valves before the fill valve to prevent back flow if the valves are installed correctly
