sounds like either the compressors are worn out, the check valves are not working or the system has a leak.
I would suggest getting some soapy water in a spray bottle and checking all fittings etc....then check to see the check valves are working OK (one way valves bettween comp and tank), then replace the compressors if everything else is OK.
