buy a new stem or gooseneck...it sounds like its not tight at the top where the handlebars are.(if it moves freely like u said) but also make sure ur barings r greased up and even try putting a washer in the top part of the headset somewhere so it will slide easy! hope some of this helped....i dont really understand what ur problem is though
