Sounds to my brother like you finally after three tries got a good rebuilt carb??
Well lets get work. On your questions. A normal operating automatic choke is designed to tell the carb when the motor is cold or hot. When its cold it sounds like your choke is doing what it is should be doing, then as the motor or water temp. in the block rises your choke has a linkage that is t incrimentally knock down th RPM's, That is not happening with yours.
You have installed this carb yourself?????
If so please get back to ASAP.
It appears you may one or several TINY issues.
I need to how carberator literate you are and if so we can tackle this together, However if you recently paid a mechanic to install it they need to make it right.
On your PCV issue in 79 Olds(GM) did a lot of changes and I'll look into where yours is.
